EU proposes single procurement act to redirect €600 billion
The European Commission unveiled a Public Procurement Act to channel €600 billion of annual public spending toward European businesses, replacing three directives and 24 sectoral laws with a single regulation. The proposal introduces a 30% minimum quality weighting in tenders, rising to 50% for labour-intensive contracts, and allows authorities to favour EU goods and services where covered content accounts for at least 50% of tender value.
