The industry association has published a position paper setting out nine policy recommendations as the legislation moves through the EU’s co-legislative process. Chips Act 2.0 targets the full value chain For eeNews Europe readers, the recommendations are significant because they address investment conditions across design, materials, equipment, manufacturing and advanced packaging rather than focusing only on semiconductor fabs. The proposals could also influence how quickly future European chip projects secure funding, permits and other support. SEMI said several elements in the European Commission’s draft legislation already reflect priorities raised by the association and its European members, although it sees scope for further changes. “Europe’s semiconductor competitiveness depends on the strength of the entire ecosystem, from design and materials to equipment, manufacturing and advanced packaging,” said Laith Altimime, President of SEMI Europe. “The Chips Act 2.0 provides an important opportunity to build on Europe’s existing strengths. Our recommendations aim to ensure that the new framework delivers the speed, investment and policy certainty needed to strengthen Europe’s competitiveness and resilience.” Among the recommendations is an expansion of the EU’s First-of-a-Kind framework so that incentives can cover more of the semiconductor value chain. SEMI is also calling for faster and more predictable investment and permitting procedures, greater industry participation in Chips Act governance and what it describes as an ambitious but balanced EU budget. Costs, supply chains and skills The position paper also raises the issue of Europe’s higher semiconductor production costs, an increasingly important factor as the region competes with investment incentives and manufacturing capacity in the US and Asia. SEMI wants demand-side initiatives to be aligned with existing industry structures rather than creating parallel systems. It is also proposing secure, industry-led semiconductor supply chain monitoring, alongside stronger measures for workforce development and skills. The association represents more than 4,000 companies across the global electronics design and manufacturing supply chain, giving its policy proposals relevance beyond semiconductor manufacturers themselves. SEMI said it will continue working with EU institutions, member states and industry stakeholders during negotiations over Chips Act 2.0\. Its aim is a framework that accelerates investment across the semiconductor value chain while reinforcing Europe’s position in the global chip ecosystem.
